why?
The lighting on West Wing is ridiculous. They are always walking through completely random pools of very bright light. I'm pretty sure that if I went on a tour of the white house tomorrow, I wouldn't see any silly-ass pools of light. Also, I wouldn't see the world's most defined venetian blind shadows in everybody's office. It's just silly.

maybe they have lots of can lights
Nah, that light is so bright and blue colored that it could not be produced by an incandescent fixture.
